Really hope this helps, I personally spent 2 days trying to figure out how to do this and I hope you didn't have to go through what I've gone through. It also works for icons, logos, grids and library page backgrounds and can apply overlays over existing games so I'd recommend checking it out. It turns out that Steam Big Picture Mode uses a really fancy file naming convention for its banners, so the easiest and fastest way to apply them is to use this tool. This will apply a custom banner to the game's Big Picture Mode box without changing its original icon. And, of course, restart Steam once it's done.

Instructions on how to use it are available on the GitHub page however in short you have to extract the zip file that you have installed somewhere (doesn't matter where), copy your cover image into the games folder as, run the tool through the command line ( steamgrid -nonsteamonly if you only want non-Steam games to be affected) and let it do its magic.
